My theory, for what it's worth:
By the time the FXR came out, the people HD had courted as new customers (yuppies?!) were the sort who were choosing their ride far more on looks than capability. So they didn't much like the way the FXR looked and were oblivious to its great dynamic performance. So they didn't buy.
Used buyers, on the other hand, are often less "well-heeled" guys, who don't just want a bike as an occassional toy, but are actually going to use it for a lot of everyday riding. They might not be too keen on the looks of the FXR (though they can be tidied up quite nicely), but are very interested in the fact that it's comfortable to ride, puts its power down well and handles better than any BT before or since.
Combine that current used buyer interest with the low-ish original sales figures and you get people scrabbling to buy the few that are available.
